This proposal examines the growing convergence of synthetic biology, energy technologies, and artificial intelligence, and its implications for biosafety, biosecurity, and environmental governance in Africa. As AI-enabled tools become increasingly embedded in diagnostics, surveillance systems, energy infrastructure, and research laboratories, they are transforming how biological and energy-related data are generated, analyzed, and applied. While these advances offer significant benefits for public health, disease detection, energy efficiency, and biotechnology innovation, they also introduce new dual-use risks, cyberbiosecurity vulnerabilities, and regulatory challenges that existing governance frameworks are not fully equipped to address. The session is justified by the widening gap between the pace of technological innovation and the capacity of biosafety, biosecurity, and energy governance systems to adapt. Many African countries have made progress in laboratory capacity building, policy development, and regional coordination; however, oversight of AI-enabled synthetic biology and energy-related research remains uneven, fragmented, and under-resourced. Without proactive measures, governance mechanisms risk being reactive rather than anticipatory, potentially compromising health security, energy sustainability, and environmental protection. By focusing on Africa’s experience, this session contributes a critical perspective often underrepresented in global discussions on AI, biosecurity, and energy-environmental governance. It will highlight why context-specific, multilayered governance linking national systems, regional mechanisms, and global norms is essential for managing emerging biological, energy, and environmental risks. The discussion aims to inform policymakers, researchers, and practitioners on strategies to ensure that innovation in synthetic biology, AI, and energy technologies advances health and energy security, supports environmentally sustainable practices, and strengthens Africa’s resilience to emerging global challenges.
